China Cracks Down on Phantom Kitchens Haunting Food Delivery Apps

China is taking strong action to improve the safety of food delivery services. In recent years, food delivery apps have become extremely popular in China, but some restaurants listed on these apps are not real. These are known as 'ghost kitchens. ' Ghost kitchens do not have a physical location where customers can visit or dine in. Instead, they outsource orders to third-party vendors who prepare the food at a lower cost. This allows the merchants to offer cheaper prices and make more profit, but it raises serious concerns about food safety.

Authorities have discovered thousands of ghost kitchens operating across the country. They worry that the low prices offered by these kitchens might come at the expense of proper food safety standards. To address this, the government has introduced new rules. Starting this week, food delivery apps must verify that restaurants have valid licenses and real addresses. Merchants are also required to make sure that the information they post online matches their actual business, and they must clearly state if they do not offer dine-in services.

The crackdown on ghost kitchens began last year after a customer in Beijing complained about a cake he ordered online. The cake was decorated with flowers that could not be eaten. When officials investigated, they found that the cake shop did not have any real stores, even though it listed nearly 380 locations on major e-commerce platforms. The shop also used fake business licenses. Orders were being transferred to other platforms and then outsourced to whichever vendor offered the lowest price. Authorities found that two order-transfer platforms had processed 3. 6 million cake orders, and there were 67,000 ghost shops across seven major food delivery apps. These platforms and the ghost kitchens worked together to create an illegal supply chain.

Food delivery companies were also involved in these arrangements. Some staff members admitted that if they were too strict with their checks, merchants would simply move to other platforms. The food delivery industry in China is highly competitive, and last year, a price war among major apps led to government warnings about a race to the bottom. Delivery riders are often under pressure to deliver orders quickly for very little pay.

In April, the government fined seven e-commerce platforms, including Taobao, JD. com, Meituan, and Pinduoduo, a total of 3. 6 billion yuan, mostly because of ghost kitchens. As the campaign against ghost kitchens continues, some merchants are trying to show customers that their food is safe. In Hangzhou, more than 20 takeout stalls have set up 'transparent kitchens' with live video feeds, so customers can watch their food being prepared. In Anhui province, the government has signed a food safety agreement with major platforms, which includes using artificial intelligence to monitor kitchens and rewarding delivery riders who report illegal restaurants.

China hopes that these new measures will make food delivery safer and help people trust the apps they use. By making sure that only real, licensed restaurants can sell food online, the government wants to protect both customers and workers in the food delivery industry.
