Despite these issues, the report acknowledges that China has developed some top-tier universities that contribute to strategic technologies. These institutions could challenge US security interests.

The report concludes that China's education system is caught between the goals of the Chinese Communist Party and the actual educational needs of the nation. While China has made significant strides, the report asserts that the US still has a more robust educational foundation.
