Can 24-hour drinking zones transform a city?

Montreal, Canada, is known for its vibrant nightlife, but currently, bars and clubs must close their doors by 3am. However, city officials are considering a significant change that could allow these establishments to remain open all night long. This proposal is part of a broader initiative to enhance the city's night-time economy, which has been gaining attention in cities around the world. Cities like Berlin and Tokyo have already embraced the concept of 24-hour nightlife, and Montreal aims to follow suit, potentially becoming the first city in Canada to permit round-the-clock drinking. The city believes that this change could generate hundreds of millions of dollars in additional revenue. According to estimates, Montreal's nightlife was valued at approximately C$2. 25 billion in 2022, contributing C$121 million in taxes to the government. City councillor Ericka Alneus, who is advocating for the 24-hour plan, sees this as an opportunity for economic growth and a way to enhance the cultural scene in the city. While many are excited about the prospect of 24-hour nightlife, there are concerns among residents. One individual expressed worries about security, stating, 'We don’t have enough security for it. ' Another citizen pointed out the challenges of getting home after a night out, as the Metro system closes at 1:30am. Alneus believes that allowing bars to stay open longer could actually improve safety by staggering closing times, which would help reduce the pressure on police during peak hours. However, not all bar owners are convinced that the plan has been thoroughly considered. Sergio Da Silva, who runs Turbo Haus Club, argues that the city needs to address infrastructure issues before implementing such a significant change. He stated, 'You can't just say, here are some 24-hour bars, go nuts! ' He highlighted the lack of 24-hour public transport and additional security as major concerns. On the other hand, Michel Lavallée, owner of L'ile Noire, believes that extending bar hours could lead to fewer problems. He explained, 'In Montreal, we close at 3am. People are drunk at 1am - and they're super-drunk at 3am. ' He argues that longer hours could help reduce chaos and the need for security. The concept of a night mayor, a role that has been successful in cities like Amsterdam, has also been discussed in relation to Montreal's plans. Mirik Milan, Amsterdam's first night mayor, reported a decrease in alcohol-related violence and nuisance during his tenure. He emphasized the importance of managing nightlife effectively to create a positive impact on the local economy. Experts believe that a thriving nightlife can attract tourists and creative businesses, ultimately benefiting the city as a whole. However, not all cities have successfully implemented similar plans. In London, for instance, a 24-hour city proposal faced criticism and disappointment from residents. As Montreal moves forward with its plans, there is no set date for when the 24-hour drinking will begin, but city officials are hopeful for a launch in the autumn. Alneus stated, 'We are trying to be trailblazers, and to push forward something that everybody enjoys. ' The city aims to shine a light on its nightlife, showcasing venues, artists, and performances that contribute to its cultural identity and economic growth.
