Diplomats owe more than £143m in London congestion charges

According to recent data released by Transport for London (TfL), diplomats in London have accumulated a staggering £143 million in unpaid congestion charges. The US Embassy leads the pack, owing nearly £14 million, followed by the Embassy of Japan with over £10. 1 million in outstanding charges. These unpaid fees and fines stem from the period between the inception of the congestion charge in 2003 and the conclusion of last year. The congestion charge, which mandates a £15 daily fee for driving within central London during specific hours on weekdays and weekends, offers concessions for various groups and vehicles, including residents, taxis, and fully electric cars. Despite these provisions, a minority of diplomats have chosen not to fulfill their payment obligations, resulting in the substantial outstanding amount. TfL clarified that the congestion charge is a service fee, not a tax, and therefore diplomats are not exempt from payment. While the majority of embassies in London adhere to this requirement, there remains a 'stubborn minority' that persists in non-compliance, prompting TfL to pursue all unpaid fees and penalty charge notices, and advocate for the involvement of the International Court of Justice.
