The commission also criticized China's emphasis on measurable outputs like research papers and patents, which may neglect the broader application of technology in the economy.
Investments by local governments in projects meant to foster collaboration between education and industry have not been very effective, according to the report. These initiatives may be more about marketing and financial incentives than actual technological advancement. Despite these issues, the report acknowledges that China has developed some top-tier universities that contribute to strategic technologies. These institutions could challenge US security interests.
The report concludes that China's education system is caught between the goals of the Chinese Communist Party and the actual educational needs of the nation. While China has made significant strides, the report asserts that the US still has a more robust educational foundation.
