The CMC is an independent group that studies cyber attacks and their financial impact in the UK. They have classified the JLR incident as the most severe type of cyber event. Ciaran Martin, who leads the CMC's technical committee, said that this attack should make all organizations think carefully about how they protect their important computer networks. He advised companies to identify which parts of their network are most important and to have a plan for what to do if those networks are disrupted. The CMC used public information, surveys, and interviews with experts and victims to estimate the damage. While the National Cyber Security Centre also tracks cyber attacks, it does not share its findings publicly.

The attack caused JLR's IT systems to shut down, stopping production at major UK plants in Solihull, Halewood, and Wolverhampton. Dealer systems were unreliable, and suppliers faced canceled or delayed orders, creating uncertainty about future business. The CMC estimates that more than half of the financial loss will be JLR's own, including lost earnings and recovery costs. The rest will be felt by the 5,000 companies in JLR's supply chain and by local businesses such as hotels and restaurants. The CMC admits that their estimates are based on assumptions, as JLR has not revealed the exact type of cyber attack. Some attacks, like data theft, are easier to recover from, while others, like ransomware or wiper attacks, can be much more damaging. There are rumors that a group of young, English-speaking hackers was involved, but this has not been confirmed. The CMC also did not include any possible ransom payments in their cost estimate. Earlier this year, the CMC reported on cyber attacks against retailers like M&S and the Co-op, but those incidents were much less costly than the JLR attack.
