A landlord named Mindaugas Palaima tried to deceive Bradford Council by using artificial intelligence to create a fake image of a smoke detector. He was being investigated for safety problems at a house he was renting out without permission. When council officers visited the property, they noticed there was no smoke alarm on the ceiling, even though Palaima had sent them a photo showing one. The officers realized the image was not real and had been made using AI.
Palaima had rented two houses and turned them into shared homes, known as Houses in Multiple Occupation or HMOs, without telling the owners or getting the proper license from the council. He was just a tenant himself but sublet the rooms to other people. The council found out about this after receiving a complaint about one of the houses. When they inspected the property, they found several safety issues, including missing fire escape windows, no fire doors, and no smoke alarms. These problems put the tenants at serious risk.
The council ordered Palaima to install smoke alarms immediately. He joked that he could just send a fake AI-generated photo instead of actually fixing the problem. Later, he did send a photo that appeared to show a smoke detector, but when officers returned the next day, they saw there was still no smoke alarm. This confirmed their suspicion that the image was fake. Because the safety risks were so high, the council issued an emergency order to stop people from living in the house until it was safe.
Palaima faced ten charges related to the two properties, including running an HMO without a license and failing to install smoke alarms. He was not present at the court hearing, but the magistrates found him guilty. He was fined £2,640 for each property and ordered to pay nearly £4,000 in costs to the council, plus a £2,000 court surcharge. In total, he must pay over £11,000. The company he used to manage the properties, Instyle Aviation, has since been dissolved. The council stressed that landlords must take safety seriously and cannot use technology to avoid their responsibilities.
